As you may have noticed, people who had registered for the Dota 2 beta on the official dota2.com website were sent an e-mail by Valve a few days ago. This e-mail linked to a survey, where hardware and Dota related information was polled (there is also a blog post by Valve, linking to the survey).
Today Valve has sent out the first batch of keys to a small percentage of the users who took the survey. If you were lucky enough, you should have gotten a message (via e-mail and/or Steam). Each of the invited players also got two (2) extra keys to give away to anyone they want to!

Beta testers prior to this date will receive additional keys as well, according to IceFrog himself:
Over the next few weeks we’ll provide existing testers with an extra set of keys
This is just a casual deck I made because I love dragons. I haven’t got time to test it, but as soon as I do, I will post some reports. ;)
